Can Expats Drive in Indonesia With a Foreign License? Here’s What the Rules Say

The distinction is also important when discussing an International Driving Permit (IDP), because an international license is not simply a universal replacement for a national driving license.

Foreigners Can Apply for an Indonesian Driving License

Indonesia’s driving license system is based primarily on the type of vehicle being driven rather than nationality.

For example, a driver seeking authorization for a passenger car would generally need the appropriate Indonesian SIM category, while motorcycle riders need the relevant motorcycle category.

Official police service information states that foreign nationals applying for a new SIM can present immigration documents such as a KITAS or KITAP. The requirements also include the applicable health and psychological certificates and payment of the prescribed government fee.

The same principle applies when a foreign national needs to renew an Indonesian SIM. A current police service standard lists immigration documents such as KITAP, passport, diplomatic visa, KITAS or visit documents for foreign applicants, depending on their status. Foreign workers may also be required to provide a work authorization document.

This means an expat who is legally residing in Indonesia should not assume that their foreign driving license alone is the appropriate document for long-term everyday driving.

KITAS and KITAP Matter

Immigration status is an important part of the documentation process for foreign drivers.

KITAS, or a temporary stay permit, and KITAP, or a permanent stay permit, are among the immigration documents referenced by Indonesian police services for foreign applicants. What About a Foreign Driving License?

A foreign national may arrive in Indonesia with a valid driving license from their home country, but that document is not the same thing as an Indonesian SIM.

An International Driving Permit, commonly referred to in Indonesia as a SIM Internasional, is also different from a national driving license.

That means a foreigner cannot simply assume that moving to Indonesia and obtaining an Indonesian International Driving Permit is an easy alternative to getting a local license.

In fact, the official requirements demonstrate why the distinction between a national SIM and an international permit matters. The international permit is built around an already valid driving license.

For an expat who is actually living in Indonesia, the local SIM route is therefore particularly relevant.

SIM Categories Depend on the Vehicle

Foreigners do not receive a completely separate category of driving license simply because they are foreign nationals.

The Indonesian system uses different SIM categories based on the type of vehicle and driving activity.

For ordinary private vehicles, SIM A is generally associated with cars, while motorcycles fall under the SIM C family. The government fee schedule published under Indonesia’s police non-tax revenue regulations also distinguishes between SIM A, the different motorcycle SIM categories and other classes.

This means an expat who drives both a car and a motorcycle should pay attention to the applicable categories rather than assuming one license automatically covers every vehicle.

The vehicle category is therefore one of the first things to determine before applying.

What Expats Should Prepare

For a foreign resident applying for an Indonesian SIM, the required documents can vary depending on immigration status and the type of application.

Based on current police service information, foreign applicants should expect to provide relevant immigration documentation, which can include:

This is one reason blanket statements such as “foreigners can drive with their home-country license” or “all foreigners must immediately obtain an Indonesian SIM” can be misleading.

The safest approach is to determine the driver’s status, the length and purpose of the stay, the type of vehicle and which licensing documents are recognized for that particular situation.

Why the International Permit Can Still Matter

An International Driving Permit remains useful for international driving, but its role should not be confused with that of a domestic driving license.

Indonesia’s Korlantas states that its International Driving Permit is valid for three years. The current application fee for a new Indonesian international permit is Rp250,000, while renewal costs Rp225,000.

However, the requirement for a valid national driving license and, for foreign nationals, KITAP, reinforces the fact that the international document is not intended to replace the underlying license.

For an expat who is already established in Indonesia, obtaining and maintaining the appropriate Indonesian SIM can therefore be the more straightforward approach for regular local driving.
